What changed

The biggest change came in October 2023, when real estate purchase and simple capital transfer were removed as qualifying routes. Buying property no longer qualifies a new application.

Administration moved to the Agency for Integration, Migration and Asylum, known as AIMA, which inherited a large backlog. In 2026 a nationality law reform has been under discussion that may change the residence period required before citizenship.

Current rules

The programme remains open through routes such as qualifying investment funds, cultural or heritage support, scientific research and business and job creation. The fund route is the most used since the 2023 changes.
