Portugal's Golden Visa is managed by the Agency for Integration, Migration and Asylum, known as AIMA. It grants residence and can lead to citizenship after five years, subject to language and other conditions. Common qualifying routes now include subscribing to an approved investment fund or supporting cultural heritage. The property purchase route was removed in October 2023.

Hungary's Guest Investor Programme is managed by the National Directorate General for Aliens Policing, known as OIF. It grants a guest investor residence permit. The qualifying routes are an investment of at least 250,000 euros into an approved real estate fund, or a donation of at least 1,000,000 euros to a designated public interest trust. Hungary cancelled the direct property purchase option before 2025.

Cost

Portugal's most used route is a subscription of at least 500,000 euros to an approved fund that allocates a defined share of its capital within Portugal. The cultural support route starts lower. Hungary's fund route starts at 250,000 euros and its donation route at 1,000,000 euros. Each side adds government and processing fees, plus professional fees. Confirm every figure with the official authority before acting.

Timeline

Portugal grants residence first, with light stay requirements, and a path toward citizenship after five years if conditions are met. Processing has faced backlogs at AIMA, so treat any timeframe as indicative. Hungary's guest investor permit is issued for a long fixed term and is renewable. Hungary does not offer a fast track to citizenship, and ordinary naturalisation there has its own residence and language conditions.

Passport reach

Both countries are European Union member states, so eventual citizenship in either would carry strong travel access and EU rights. Remember that these programmes grant residence, not a passport. Citizenship is a separate, later step with its own requirements that you should confirm with the relevant authority.

Portugal tends to suit applicants who want a recognised path toward EU citizenship with very low physical stay, and who are comfortable with fund investing.
