Most Middle East investor migration is about residency rather than a passport. The United Arab Emirates runs the Golden Visa, a renewable long term residence permit for investors and selected talent, administered by the Federal Authority for Identity, Citizenship, Customs and Port Security. Saudi Arabia runs a Premium Residency scheme through its Premium Residency Center. Qatar offers residence linked to qualifying real estate through its property ownership and residency framework. Oman and Kuwait have introduced or expanded long term residency options as well.

Citizenship routes are rarer in the region. Jordan runs a Citizenship by Investment programme, overhauled in 2025 and administered by the Ministry of Investment, while Egypt has offered a route to citizenship for qualifying foreign investors. Each programme has its own rules, intake limits and official source, so treat this page as a map rather than a quote.

Residency routes

Residency by investment in the region is usually tied to a business, a financial deposit or qualifying property. The UAE Golden Visa offers terms commonly set at five or ten years and is renewable. Saudi Premium Residency comes in time limited and longer term forms and can carry business and property rights. Qatar links residence to a qualifying property purchase, with broader benefits at higher value tiers.

Citizenship routes

Jordan is the clearest citizenship by investment route in the region. The 2025 framework moved away from passive deposits toward productive investment that creates jobs, with an annual cap on approvals and the Ministry of Investment as the reference authority. Egypt has offered citizenship to qualifying investors through a separate framework.

How to choose

Start with the outcome you actually need. If you want a base for living, banking or business in the region, a residency route is usually faster and lighter than chasing a passport. If you want a second nationality, the choice narrows to the few citizenship routes and the bar is higher.
