Portugal Golden Visa versus Cyprus Permanent Residence

At a glance

Portugal runs a residence by investment programme administered by AIMA. Property is no longer a qualifying route. Most applicants use an investment fund or another approved option, and the status can lead to citizenship after the legally required years of residence.

Cyprus offers fast track permanent residence under Regulation 6(2) of its Aliens and Immigration Regulations, administered by the Civil Registry and Migration Department. It is permanent residence, not a direct path to a passport.

Cost

Cyprus sets a clear headline. The fast track permanent residence requires a qualifying investment stated at 300,000 euro plus a minimum secured annual income, with higher income required for family members. Confirm the income figures with the Civil Registry and Migration Department.

Portugal has no single price. The cost depends on the route, with a cultural contribution stated from 250,000 euro and investment funds commonly around 500,000 euro, plus government and professional fees. Confirm current amounts with AIMA.

Timeline

Cyprus is the faster of the two for the permit itself. The fast track route is commonly stated at two to six months, and the permit does not expire.

Portugal is slower in practice. Processing through AIMA has faced long backlogs, and applicants are widely advised to plan for well over a year from filing to card. Citizenship, if pursued, comes only after the legally required years of residence.

Passport reach

Both are European Union member states, so the lifestyle and travel benefits of residence are broadly similar within the bloc. Neither permit is itself a passport.

The key difference is the end point. The Portugal route is designed to lead to citizenship after qualifying residence, which would bring a European Union passport. Cyprus permanent residence is indefinite but does not by itself deliver citizenship.

Who each suits

Portugal suits investors who want a realistic path to a European Union passport over several years and can tolerate processing delays. The low physical presence rule helps those who cannot relocate fully.

Cyprus suits those who want secure, indefinite European residence quickly, with minimal stay requirements, and who do not need a passport as the immediate goal.

Common questions

Does either give me a passport straight away?

No. Both are residence routes. The Portugal route can lead to citizenship after the required years of lawful residence. Cyprus grants permanent residence that does not automatically become citizenship.

Can I still buy property for the Portugal route?

No. Portugal removed property as a qualifying investment in 2023. Other routes remain. Confirm the current options with AIMA.

Do I have to live there?

Portugal applies a low minimum stay, while Cyprus requires only a visit at least once every two years to keep permanent residence. Confirm the current rules with each authority.
