Malta previously ran a route that granted citizenship to people who made a large contribution to the country, bought or leased property and held it for a set period, and passed strict due diligence. That route is now closed.
On 29 April 2025 the Court of Justice of the European Union ruled that the scheme amounted to the sale of European Union citizenship and was contrary to EU law. Malta stopped taking new applications. We keep this page so the position is clear and so older marketing figures are not mistaken for current rules.
There is no open investment route to Maltese citizenship today. Applications already approved are handled by the authorities under the prior framework. Malta has signalled it may move toward a model that recognises genuine and exceptional contribution rather than payment alone.
