On 29 April 2025 the Court of Justice of the European Union ruled that Malta's citizenship for investment scheme breached EU law, and Malta has ended that route. Citizenship in Malta can no longer be obtained mainly through investment. Portugal's residence by investment remains open.

At a glance

Portugal's Golden Visa is a residence by investment programme. It grants residence first, with citizenship possible later if you meet the residence, language and time conditions. Property purchase no longer qualifies, and the eligible routes now centre on regulated investment funds and other capital options.

Malta previously offered citizenship by naturalisation for exceptional services by direct investment. Following the 2025 ruling of the Court of Justice of the European Union, that citizenship for investment route has been ended. Malta still runs a separate residence programme, but a direct citizenship for investment comparison no longer applies.

Cost

Portugal's main route is a subscription of at least 500,000 euro into a qualifying Portuguese investment fund regulated by the securities authority, with a smaller cultural donation route from 200,000 euro. Government, legal and due diligence fees sit on top. Confirm each figure with AIMA.

Because Malta's citizenship for investment route is closed, there is no current qualifying contribution to compare. Older Malta citizenship figures should not be relied on.

Timeline

Portugal grants residence on approval, then a path to citizenship. Under the nationality law in force from May 2026, the residence period before citizenship is set at seven years for nationals of Portuguese speaking countries and the EU, and ten years for others, counted from the residence application, alongside language and other conditions.

Malta's investor citizenship route no longer has an application timeline because it is closed.

Passport reach

A Portuguese passport, once citizenship is granted, is an EU passport with broad travel access and the right to live and work across the EU. Until then a Golden Visa gives residence rights and Schengen area travel, not an EU passport.

Malta is an EU member, so a Maltese passport carries similar EU rights, but that passport can no longer be obtained through investment.

Who each suits

Portugal suits an applicant who wants a low stay European residence now and is willing to wait years for citizenship through investment funds rather than property.

For anyone whose goal was a fast EU passport through Malta, that option no longer exists. The realistic comparison today is between Portugal and other open residence routes, not Malta citizenship.

Common questions

Can I still buy Maltese citizenship?

No. Following the April 2025 ruling of the Court of Justice of the European Union, Malta has ended citizenship by investment. Citizenship there can no longer be obtained mainly through a financial contribution.
