Portugal Golden Visa versus Monaco residence

These two routes attract very different people. Portugal offers a structured European Union investment residence with a path toward citizenship, while Monaco offers residence in a low tax principality based on means rather than a set investment.

At a glance

Portugal's golden visa is a defined investment programme run by the Agency for Integration, Migration and Asylum, known as AIMA. You make a qualifying investment and receive residence that can be renewed.

Monaco does not sell residence for a fixed sum. Instead the residence card, the Carte de Sejour, is granted by the Direction de la Surete Publique to applicants who show a genuine home in the principality and the means to live there.

Cost

Portugal's common route is a subscription of at least 500,000 euros into a qualifying investment fund, with other routes available such as arts and culture, research and job creation. The capital stays invested for the qualifying period.

Monaco sets no statutory minimum investment. In practice banks typically ask for a substantial deposit before issuing the reference letter the application needs, and you must secure accommodation in a costly property market. Confirm the current expectations with the relevant Monaco bank and authority rather than relying on a single figure.

Timeline

Portuguese processing has varied through the move to AIMA, so confirm the current timeline with the authority. Monaco describes a process that runs through document gathering, submission to the Surete Publique and an in person interview, with residence generally granted within a few months of a complete file.

Treat both timelines as indicative and confirm them with each authority before you plan around a date.

Passport reach

Portugal is a European Union member, so the residence route can lead over time toward a passport that carries Union citizenship. Monaco is not in the European Union, and its citizenship is rarely granted and highly discretionary, so residence there should be valued for lifestyle and tax position rather than as a passport route.

Who each suits

Portugal suits an investor who wants a clear European Union route with the prospect of citizenship eligibility in time.

Monaco suits someone with substantial means who wants to live in the principality and values its setting and tax regime, and who is not relying on a future passport. Citizens from outside the European Union should note that Monaco residence also involves a French long stay visa step.

Common questions

Is there a fixed price to get Monaco residence?

No. Monaco law sets no fixed investment figure. Applicants must show a genuine home in the principality and sufficient means, and banks typically expect a substantial deposit before issuing a reference letter. Confirm current expectations with the bank and the authority.

Which route leads to an EU passport?

Only Portugal. It is a European Union member and its investment residence can lead toward citizenship eligibility over time. Monaco is outside the EU and grants citizenship rarely.

Do I need a French visa for Monaco?

Citizens from outside the European Union generally need a French long stay visa as part of establishing Monaco residence, because of the arrangements between France and Monaco. Confirm the current requirement with the authority.
