Montenegro stopped accepting new citizenship by investment applications after 31 December 2022 and that route remains closed. Turkey continues to operate its programme as of 2026.

At a glance

Montenegro ran a time limited citizenship by investment programme that ended on 31 December 2022. The government allowed the legal basis to lapse and has not reopened it, citing alignment with European Union policy on so called golden passports. Anyone marketing Montenegrin economic citizenship today is describing a route that no longer accepts new applicants.

Turkey runs an active programme. The main route is a qualifying property purchase, with alternative financial routes also available. The comparison table on this page sets the two side by side.

Cost

Because the Montenegro route is closed, there is no current cost to compare. For reference only, the former programme combined a state contribution with an approved property purchase.

Turkey sets its main threshold at a property purchase from 400,000 United States dollars, held for three years. Alternative routes include a bank deposit, government bonds or approved investment funds from 500,000 United States dollars, also held for three years. Figures are set by the Turkish authorities and should be confirmed before you act.

Timeline

The Montenegro route offers no timeline because it is closed. Turkey is generally regarded as one of the faster programmes once a qualifying investment and a complete file are in place, though processing times vary by case and by official workload. Confirm current timing with the official authority.

Passport reach

Passport strength changes as governments revise visa policy, so treat any headline count as a snapshot rather than a promise. The Turkish passport offers visa free or visa on arrival access to a range of countries, though it does not currently include the Schengen Area or the United States. The former Montenegrin passport offered different access. Verify present day access against an official visa source for your travel plans.

Who each suits

In practice the choice is straightforward today because only Turkey is open to new applicants. Montenegro is relevant mainly to people who already hold its citizenship or who are tracking whether a future route might appear. Turkey suits applicants comfortable with a property or financial commitment held for three years who want a relatively quick process. Your own tax position, family situation and travel needs should drive the decision, so take licensed advice before committing.

Common questions

Can I still apply for Montenegrin citizenship by investment?

No. New applications stopped after 31 December 2022 and the route has not reopened. Treat any current offer to sell Montenegrin economic citizenship with caution and verify directly with the Government of Montenegro.

Is the Turkey programme still open?

Yes, it remains active as of 2026. The Presidency of the Republic of Turkiye Investment Office and the relevant Turkish authorities publish the binding rules. Confirm the current thresholds before acting.

Does either passport give access to the European Union?

Neither grants European Union membership rights. Visa free travel access differs by passport and changes over time, so check an official visa source for your nationality and route.
