Swiss lump sum taxation, also called expenditure based taxation, lets a qualifying newcomer be taxed on a deemed expenditure base rather than on worldwide income, in exchange for living in Switzerland and not working there. It is set at cantonal level under federal rules, and not every canton offers it. Montenegro's citizenship by investment programme offered a passport directly, but the government closed it to new applicants at the start of 2023.
