Montenegro closed its citizenship by investment programme to new applicants on 1 January 2023. Of the two routes below, only the Malta Permanent Residence Programme is open. Montenegro now offers a separate property based residence route rather than direct citizenship.

Cost

Malta combines several elements. There is a government administration fee, a government contribution that depends on whether you buy or rent property, a property requirement, and a charitable donation. Property purchase starts at 300,000 euro in the south of Malta or Gozo and 375,000 euro elsewhere, or you may rent from 10,000 euro a year in the south of Malta or Gozo and 14,000 euro elsewhere. A charitable donation of 2,000 euro applies. Confirm the current figure with the official authority.

Montenegro citizenship by investment is closed, so no current investment figure applies. Older figures you may see quoted are historical and should not be relied on.

Timeline

Malta processing commonly runs from several months to over a year from engagement to residence card. The property must be held for at least five years.
