Malta offers residency, not citizenship, under this programme. The North Macedonia citizenship route has reopened on paper, but research indicates very few or no passports have been issued under it, so treat it with caution.

Cost

Malta requires you to show assets, take a qualifying property by purchase or rent, pay a government contribution and an administration fee, and make a small philanthropic donation. Published thresholds include assets of at least 500,000 euros, of which at least 150,000 euros is in financial assets, or 650,000 euros with at least 75,000 euros financial, plus a property purchase from 300,000 euros in the south of Malta or Gozo or 375,000 euros elsewhere, or qualifying rent. North Macedonia quotes 200,000 euros into an approved investment fund or 400,000 euros into a qualifying business that creates jobs. Confirm every current figure with each official authority.

Timeline

Malta reports processing in a matter of months for a complete application, then a residence permit that you maintain by keeping a qualifying property. North Macedonia quotes a short processing time, but the practical reality has lagged the marketing, so plan for uncertainty and verify before committing funds.

Passport reach

Malta gives residency, not a passport, so it does not by itself grant European Union citizenship. It allows you to live in Malta and travel within the Schengen area on the terms of a residence permit. North Macedonia is outside the European Union, and its passport carries its own travel network. Neither is an EU passport at the point of investment. Verify current access with the official authority.

Who each suits

Malta suits someone who wants a secure European base with a clear, well run programme and does not need a passport immediately. North Macedonia is only worth considering for someone with a high risk tolerance who has independently verified that passports are actually being issued.
