Malta Permanent Residence Programme compared with Monaco Residence

At a glance

The Malta Permanent Residence Programme grants permanent residence in return for a government contribution, a qualifying property held for at least five years, an asset threshold and a small philanthropic donation. It is run by the Residency Malta Agency. Monaco residence is granted by the Monaco authorities to applicants who show financial means, usually through a substantial deposit at a Monaco bank, plus suitable accommodation.

Malta is an EU member, so its residence sits inside the Union. Monaco is not in the EU, though it has open borders with France in practice.

Cost

For Malta, applicants meet an asset threshold, take a qualifying property by rent or purchase, pay a government contribution and an administration fee, and make a philanthropic donation. Property thresholds differ between the south of Malta or Gozo and the rest of the island. Confirm each current figure with the Residency Malta Agency.

Monaco sets no legal minimum deposit, but its banks generally ask for a substantial sum before issuing the reference letter the residence file needs, and several private banks ask for more. You also need accommodation in Monaco. Confirm the current expectations with the official authority and your bank.

Timeline

Malta typically processes a complete Permanent Residence Programme application within about four to six months. The Monaco residence process commonly runs about three to six months from a complete file to the card in hand.

Passport reach

Neither route is a passport on day one. Malta residence gives the right to live in Malta and to travel within the Schengen area for short stays. Monaco residence does not by itself grant a passport, and Monaco naturalisation is rare and separate.

Who each suits

Malta suits an applicant who wants a clear, rules based permanent residence inside the EU with a defined investment. Monaco suits a high means individual who wants to live in Monaco and can meet the banking and accommodation expectations.

Common questions

Does either route give me a passport straight away?

No. Both lead to residence. Malta residence can build toward naturalisation over years under separate rules, and Monaco naturalisation is rare. Confirm the current requirements with the official authority.

Do I have to buy property in Malta?

The programme allows a qualifying rent or a qualifying purchase, with different thresholds by location. Confirm the current figures with the Residency Malta Agency.

Is there a fixed deposit figure for Monaco?

Monaco law does not set a legal minimum. In practice banks ask for a substantial deposit before issuing the reference letter. Confirm with the official authority and your bank.
