Cambodia overhauled its Law on Nationality with effect from 1 December 2025. The investment route now asks for at least USD 1 million committed to an approved project, and the donation route asks for a cash gift of USD 3 million or more to the national budget.
These replace the previous, much lower minimums of USD 250,000 and USD 350,000. The reform also explicitly recognises dual citizenship, which removes earlier uncertainty for investors who want to keep their first nationality.
Two main routes lead to citizenship by naturalisation. The investment route asks for at least USD 1 million in personal capital placed in an approved project. The donation route asks for a cash donation of USD 3 million or more to the national budget for socioeconomic development or humanitarian purposes, under Article 22 of the Law on Nationality.
The Ministry of Interior administers naturalisation and the supporting checks.
