Cambodia Citizenship by Investment

Cambodia allows citizenship through investment or donation under its nationality law. A 2025 reform sharply raised the qualifying amounts, so older figures are out of date.

A reform reported to take effect on 1 December 2025 raised the qualifying amounts substantially, to a reported 1 million US dollars for investment in approved sectors or 3 million US dollars for a donation to the national budget, well above the earlier level. Confirm the current figures with the official authority before acting.

Overview

Cambodia has long allowed foreigners to acquire citizenship through investment or donation under its Law on Nationality, first enacted in 1996. The route is administered through the Cambodian government, with the Ministry of Interior responsible for nationality matters.

A reform reported to take effect on 1 December 2025 raised the qualifying amounts and clarified the recognition of dual citizenship. Earlier published figures no longer apply.

Qualifying routes

Two broad routes are reported after the reform. One is an investment of around 1 million US dollars in approved sectors such as manufacturing, tourism, technology or agriculture. The other is a donation of around 3 million US dollars to the national budget.

These amounts are well above the earlier level, which was reported near 245,000 to 250,000 US dollars. Treat any lower figure you see as out of date and confirm the current rules with the official authority.

Timeline

Processing depends on the route, the source of funds checks and government approval. No reliable current timeline is confirmed here. Confirm expected processing times with the official authority.

Indicative costs

The figures below reflect the reported post reform thresholds. Government fees and professional costs are additional and change over time.

What it unlocks

Cambodian citizenship is reported to come with recognition of dual citizenship after the reform, so applicants may not need to renounce their original nationality. Confirm the current treatment of dual citizenship and all rights with the official authority before relying on it.
