Eligibility for this nationality

The Active Investor Plus visa is open to applicants of any nationality, so Lebanese nationals can apply on the same terms as other foreign applicants. Eligibility turns on the qualifying investment, health and character requirements rather than on nationality.

Applicants must meet health and character standards, which include medical checks and police certificates from countries of long stay. The English language requirement has been removed. Confirm current requirements with the official authority.

Routes

There are two categories. The Growth category focuses on higher risk investments such as managed funds and direct investment in New Zealand businesses. The Balanced category allows a mix of investments including listed equities, bonds, property developments and qualifying philanthropy. From June 2026 the Growth category permits a portion of the total investment to go to qualifying philanthropy. Confirm the current categories and acceptable investments with the official authority.

Timeline

The Growth category requires the investment to be held for a minimum of three years with a minimum number of days spent in New Zealand during that period. The Balanced category requires a longer holding period. Processing times depend on the file and on checks. Confirm current processing times and stay requirements with the official authority.

Costs

Reported minimums are from NZD 5 million for the Growth category held for at least three years, and from NZD 10 million for the Balanced category held for five years. Government charges and professional fees apply on top. Confirm the current figures and all fees with the official authority before committing funds.
