Mexico temporary residency by economic solvency changed in 2025 and into 2026. Here is what moved and what to confirm with the authorities.

The financial thresholds were rebased. From mid 2025 Mexican consulates were directed to apply the Unidad de Medida y Actualizacion as the basis for economic solvency, at higher multiples than before. In practice this lifted the income and savings levels needed to qualify, and the figures move each year as the unit is updated.
Government processing fees also rose, with reported increases taking effect at the start of 2026. Because fees and thresholds both shifted, older guides understate what an applicant now needs.
Temporary residency is granted in two stages. A Mexican consulate abroad approves the visa and places it in your passport, then the Instituto Nacional de Migracion issues the resident card after you enter Mexico. Status is granted for up to four cumulative years, after which permanent residency may follow.
Economic solvency can be shown through monthly income, savings or investment balances, property ownership in Mexico or a qualifying capital investment. The exact amounts are set in the unit of measure and applied by each consulate, so confirm the current numbers with the consulate where you will apply.
Watch the annual update to the unit of measure, since it resets the income and savings tests. Watch also for consulate level differences, because individual posts can apply the rules with some variation.
Note the tighter route into permanent residency. Under the 2025 guidance, applying for permanent residency directly from abroad on financial grounds is now limited mainly to retirees and pensioners, so others typically pass through temporary residency first. Verify your own path with INM and the consulate.
Yes. From 2025 consulates were directed to base economic solvency on the Unidad de Medida y Actualizacion at higher multiples, which raised the qualifying income and savings levels. Confirm current figures with your consulate.
It can be held for up to four cumulative years, after which an application for permanent residency may be possible. INM sets the validity of each card.
You start at a Mexican consulate abroad for the visa, then complete the resident card with the Instituto Nacional de Migracion inside Mexico.
