What changed

Canada paused the Start Up Visa to new applicants. Designated organisations could submit new commitment certificates only until 31 December 2025, and intake for 2025 was capped. From 1 January 2026 the programme is paused for new entrants.

Canada also reduced its federal business immigration targets in the 2026 to 2028 levels plan, roughly halving the planned annual admissions.

Current rules

Applicants who already hold a valid 2025 commitment certificate must submit their permanent residence application by 30 June 2026. The optional Start Up Visa work permit is no longer open to new applicants.

The government has signalled a new entrepreneur pilot aimed at high impact businesses, with stricter requirements and lower intake, but the detailed criteria are not yet published.
