Biometric Passports and ICAO Standards

What a biometric passport is

A biometric passport, also called an electronic passport, carries a contactless chip beneath the data page. The chip stores the same details printed on that page, including the machine readable zone and the holder's photograph, and can hold further biometric data such as fingerprints in some countries.

The chip lets border systems read and verify the document quickly, and supports automated gates at many airports.

What ICAO Doc 9303 sets out

ICAO is a specialised agency of the United Nations that standardises international air travel. Its document, Doc 9303, defines the specification for machine readable travel documents used worldwide.

The standard covers the physical layout of the document, security features such as holograms and special inks, the format of the machine readable zone and its check digit method, and, for electronic documents, the chip data structure, the cryptographic protocols, and the biometric specifications for face, fingerprint and iris.

Why the standard matters for travellers

Because most countries follow Doc 9303, a passport issued in one country can be read reliably at borders around the world. This interoperability is what allows automated checks and consistent verification.

The standard is revised over time. Newer editions support updated methods for encoding biometric images, which improves verification while keeping older compliant documents readable.

How to confirm details for your country

Passport design, the data stored on the chip and renewal rules are set by each issuing country within the ICAO framework. For the specifics that apply to you, confirm with your national passport authority, and treat the standard summarised here as background information rather than advice.
