Vietnamese nationals are eligible to apply. The Investor Visa is open to non European Union nationals, and the suspensions in force apply to Russian and Belarusian nationals, not to Vietnamese applicants. You first obtain a nulla osta, the certificate of no impediment, from the Investor Visa Committee, then the visa, then the residence permit.
The qualifying options are an investment in an innovative startup, an investment in an Italian limited company, the purchase of Italian government bonds, or a philanthropic donation to a project of public interest in culture, education, research or heritage. There is no real estate route. You commit the funds after approval is granted.
The Committee reviews the nulla osta application within a published window, after which you apply for the visa and then convert it to a residence permit on arrival. The permit is first issued for two years and is renewable for three further years if the investment is maintained. Confirm current timing with the authority.
