Eligibility for Pakistani nationals

Pakistani citizens qualify because the programme is open to people from outside the European Union, the European Economic Area and Switzerland. Applicants must be at least 18, hold a valid passport, pass background checks with a clean record and not be under sanctions.

No nationality based exclusion currently applies to Pakistan, but every application is assessed individually by Residency Malta Agency, and you should confirm your own position before you commit.

Routes

The programme combines a property commitment with government contributions and a charitable donation. Applicants either buy a qualifying property or sign a qualifying lease, then pay the government contribution, the administrative fee and a donation to a registered Maltese voluntary organisation.

Applications must be filed through an agent licensed by Residency Malta Agency. You cannot apply directly.

Timeline

Processing usually takes several months from a complete and correct submission. Residency Malta Agency publishes an indicative range, so confirm the current timeline before you plan a move.

Costs

Costs include a property purchase or lease, a government contribution, an administrative fee, a charitable donation and proof of capital assets. The figures below are indicative and change over time, so treat them as a guide only.

Common questions

Can Pakistani nationals include family in the application?

The programme allows certain dependants such as a spouse, children and parents or grandparents, subject to conditions. Confirm who qualifies and any added contribution with Residency Malta Agency before you apply.

Does the programme lead to Maltese citizenship?

It grants permanent residence, not citizenship. Any naturalisation route is separate. Confirm the current position with Residency Malta Agency and a licensed professional.

Do Pakistani applicants need to live in Malta full time?

It is a residence status rather than a physical stay programme, but rules on presence and renewal can change. Verify the current conditions with the authority.
