Eligibility for Pakistani nationals

The scheme is open to foreign nationals, and Pakistan is not on the short excluded list, which currently covers Afghanistan, Cuba and the Democratic People's Republic of Korea. Applicants must be at least 18 and show net assets at or above the required threshold, held for at least six months.

Pakistani citizens who meet the financial and background tests may apply. Each file is assessed by the Immigration Department.

Routes

Applicants place the required capital into permissible assets, including listed equities, eligible debt, certain funds and a limited amount of real estate, plus a fixed sum into the scheme investment portfolio managed by the Hong Kong Investment Corporation Limited.

Investment made before the scheme launch does not count toward the threshold.

Timeline

After approval in principle and proof of investment, applicants receive an entry permit. The right of abode may be sought after seven years of ordinary residence. Confirm current processing times with the authority.

Costs

The headline commitment is a large capital placement rather than a single fee. Professional, custody and tax costs apply on top. The figures below are indicative.
