Following a European Court of Justice ruling on 29 April 2025, Malta ended its direct citizenship by investment scheme. There is currently no European Union member state granting citizenship purely by investment, so the strongest passport once obtainable by direct investment is no longer available.

What passport strength really means

When people ask which passport is strongest, they usually mean how many destinations it reaches without arranging a visa in advance. That is a useful shorthand, but it blends true visa free entry with visa on arrival and electronic authorisations, which differ at the border. Treat any single headline number as a rough guide, not a precise score.

The position after Malta closed

For years the strongest passport reachable by direct investment was an EU passport, because an EU citizenship carries free movement across the European Union and broad visa free access elsewhere. That changed in 2025. After the European Court of Justice ruled on 29 April 2025 that Malta's direct citizenship by investment scheme breached European Union law, Malta ended it.

As a result there is currently no European Union member state granting citizenship purely by investment. The single strongest passport once obtainable by writing a cheque is off the table, and the realistic comparison now sits among non EU citizenship routes.

How the open citizenship routes compare

Among routes that still grant citizenship for investment, the Caribbean programmes, including Saint Kitts and Nevis, Antigua and Barbuda, Grenada, Dominica and Saint Lucia, are the most established, and their passports typically reach a wide set of destinations including much of Europe. Turkey also grants citizenship by investment, with a different mobility profile that is strong in some regions and weaker in others.
