Montenegro's citizenship by investment programme closed on 31 December 2022 and has not reopened. There is no current route to a Montenegrin passport through direct investment. Confirm the position with the official authority.

At a glance

The Hungary Guest Investor Programme was reintroduced in 2024. It gives people from outside the European Union a long term right to live in Hungary in return for a qualifying investment, and the guest investor residence permit is issued for up to ten years with the option to renew.

Montenegro's citizenship by investment programme is not an option. It closed on 31 December 2022 after pressure from the European Union and has not reopened. Since 2026 Montenegro has offered a separate property based residence route, but that is residence, not citizenship.

Current status

Hungary's route is open. From 2026 the main qualifying options are an investment of at least 250,000 euros into a real estate fund approved by the Hungarian National Bank, where the fund holds Hungarian residential property and the investment is kept for at least five years, or a qualifying donation. The earlier direct property purchase option was removed in early 2025.

Montenegro's passport route is closed. Anyone seeking a Montenegrin link now would be looking at residence, with citizenship only through ordinary naturalisation after long residence under national law. Confirm the current position with the official authority.

Cost

Hungary's lowest published route is 250,000 euros into an approved real estate fund, plus the usual government and professional fees. Confirm the current figures with the National Directorate General for Aliens Policing.

Montenegro publishes no current citizenship by investment price, because the programme is closed. Older figures from the former scheme should not be used to plan.

Passport reach

The difference is fundamental. Hungary grants residence, not a passport, and any Hungarian citizenship would follow ordinary naturalisation after qualifying residence and other conditions. Montenegro no longer offers a passport for investment at all. Both therefore lead, at best, to citizenship only through a long residence based path.

Who each suits

Hungary suits someone who wants a long, stable residence permit inside the European Union through a regulated fund investment, with citizenship as a distant and separate step. Montenegro is not a route to a second passport today, so anyone whose goal was a Montenegrin passport through investment should treat that aim as closed and reconsider.
