Cyprus permanent residence under Regulation 6(2) is granted on an accelerated basis to people from outside the European Union who buy qualifying new residential property and show steady income from abroad. The permit is indefinite.

Swiss lump sum taxation is a tax arrangement rather than a property programme. A person who moves to Switzerland and does not work there can be taxed on their annual living costs, and that arrangement supports a Swiss residence permit. Both routes give residence, neither hands over a passport.

Cost

Cyprus requires a minimum investment of 300,000 euros plus value added tax in new residential property bought from a developer. Resale property does not qualify. The main applicant must also show secure annual income from abroad of at least 50,000 euros, with more required for a spouse and for each dependent child. Switzerland sets no property purchase. The tax base is the higher of about seven times the rent or rental value of the Swiss home or actual worldwide living costs, and for 2026 the federal minimum taxable base is 435,000 Swiss francs, with each canton adding its own minimum. Cyprus markets Regulation 6(2) as a fast route, often a few months once the file is complete, and the resulting permit does not expire while the conditions are kept. Switzerland grants a residence permit linked to the agreed tax arrangement, and the holder is expected to make Switzerland their main home for most of the year. Passport reach

Neither route is a citizenship route. Cyprus permanent residence can, after enough years of lawful residence and other conditions, open a separate naturalisation path, and Cyprus has generally pointed to eight years for that. Switzerland has one of the longer ordinary naturalisation paths, generally about ten years with further cantonal and communal conditions. Confirm the current rules.

Who each suits

Cyprus suits someone who wants a tangible property asset, a low presence requirement and an indefinite permit at a moderate entry point. Swiss lump sum taxation suits a wealthy person who is ready to make Switzerland their real home, does not need to work there, and values a predictable tax arrangement. Note that several cantons no longer offer the regime, including Zurich, Basel Stadt, Basel Landschaft, Schaffhausen and Appenzell Ausserrhoden.
