Timeline

The Cyprus route is designed to be fast and commonly takes around six months under Regulation 6(2). Holders keep the permit indefinitely provided they visit Cyprus at least once every two years. Austria citizenship by exception has no fixed timetable. Each case is assessed individually and must be approved by the Federal Government, so it can take a long time and may not succeed.

Passport reach

Both Cyprus and Austria are members of the European Union and the Schengen Area. The difference is the outcome. Cyprus grants permanent residence, not a passport, although long term residents may later pursue citizenship under separate rules. Austria, where granted, delivers citizenship and a European Union passport directly.

Who each suits

Cyprus permanent residence suits an investor who wants a quick, rules based European residence with light stay requirements. Austria citizenship by exception suits only a very small group whose achievements are of clear national importance to Austria. For most people, Cyprus is the realistic route.
